DRAFT: Response to Planning Application 26/501794/FULL

These comments have been prepared by Teynham PC's Planning Committee, taking account of feedback from Teynham residents. They will be submitted to Teynham Parish Council for ratification at the next available meeting.

Although the application site lies within the neighbouring parish of Tonge, Teynham Parish Council's comments relate to the potential construction impacts on the road network in and around Teynham, and the need for appropriate mitigation.

Matters of Concern

  • Local road network: The local road network is formed of narrow rural lanes with restricted-width pinch points, particularly around Tonge Mill and the ‘Tonge Triangle’.
  • Road safety: A number of fatal and serious road traffic collisions have occurred in the local area, particularly on Lower Road, Teynham.
  • Damage to roads: Some local residents consider that previous works have damaged the road surface.
  • Temporary signage: Residents commented that temporary road signage around the Tonge Triangle and Tonge Mill was, at times, missing or ignored, causing congestion and multiple near misses.
  • Construction traffic: The proposal could generate a significant increase in construction traffic, including HGVs, within the wider area.
  • HGV routes: Approved HGV routes within the wider area have not been clearly defined.
  • Wider impacts: The wider impacts on traffic, road safety, congestion, air quality and the highway network have not been adequately assessed.
  • Imported material: The source of the imported material has not been identified and may present unassessed risks relating to contamination and invasive species.
  • Insufficient evidence: The application does not provide sufficient evidence to demonstrate that these impacts would be acceptable within the wider area.

Teynham Parish Council Requests

Should the application be approved, Teynham Parish Council requests that planning conditions require a Construction Traffic Management Plan and a Materials Management Plan, including:

  • HGV routes: Clearly defined and enforceable HGV routes within the wider area.
  • Temporary traffic signage: Clear temporary traffic signage, with regular inspections to ensure it remains in place, visible and effective during both the day and at night.
  • HGV movements: Strict limits on daily HGV movements and delivery times.
  • Highway surveys: Independent pre-construction highway condition surveys, together with regular follow-up surveys during the works.
  • Highway repairs: Appropriate financial security to cover any highway repairs.
  • Road cleansing: Regular road cleansing.
  • Air quality: Air quality monitoring and reporting.
  • Imported material: Confirmation of the quality and provenance of all imported material.
