Decision Date Update
The Parish Council has decided to move the final decision on the Community Hall heating system to the next ordinary meeting on Tuesday 3 March 2026. This additional time will allow the Council to obtain revised, standardised quotes from contractors. By ensuring a strict "like-for-like" comparison, the Council can guarantee the best possible value and performance for the community’s investment.
Current Progress
The Council has received three detailed tenders offering seven different configuration options. To ensure the hall remains an asset for residents, the Council is evaluating three distinct technologies:
- Air-to-Air Heat Pumps (Electric): A modern solution providing efficient heating in winter and cooling in summer.
- Gas Air Handling Units: A direct, updated replacement of the existing system.
- Gas Boilers & Fan Convectors: A traditional "wet" system using pipework and wall-mounted heaters.
Our Priorities
- Best Value: Initial quotes vary significantly in their scope (for example, whether they include the full removal and disposal of old ductwork). We are requiring all bidders to resubmit costs using a single, transparent format so that no "hidden costs" arise later.
- Sustainability & Future-Proofing: The Council is weighing the long-term benefits of moving away from gas toward electric heat-pump technology. This aligns with modern carbon-reduction goals and, importantly, offers summer cooling to make the hall more comfortable for users year-round.
- Independent Verification: To ensure the chosen system is suited to the building’s requirements, we are seeking limited independent technical advice to validate running costs and maintenance assumptions.
Next Steps
Early feedback from contractors and the initial review suggests a move towards Air-to-Air Source Heating. Over the coming weeks, the Clerk will work with bidders to finalise comparable pricing.
The final selection will be discussed and decided upon at the meeting on 3 March, ensuring a compliant, high-quality, and cost-effective solution for Teynham.
